Summary: Improve falcon service startup time

It was noticed on a test cluster that as the data related to falcon increased
the time it took for the service to start increased. Some options are:
1. Add a safemode (hdfs)/initialization(hbase) like feature where the call
fails. Since most of the calls to falcon are rest api's we would throw a 503
with a retry after header

2. Improve the startup times if possible.
