I tried your cluster XML in my falcon installation without problem.

Can you check that the different interfaces are on the address and port that 
you defined ?

there is a "space"  in the url   <interface type="workflow"

after localhost .... can u remove and try ......

this generally come when one or more end points can not be reached ......
