Summary: Falcon does not rerun the killed instances

As per the retry policy of the process, Falcon is supposed to rerun the killed
instances after the retry interval in accordance with retry attempts set in the
process configuration.
post-processing action seems to have run, as confirmed in the falcon server
logs, but the process instance is not being rerun.
