[~sriksun], the end goal of this jira was to get all dirs to have 755 owned by
falcon as phase-1, which is applicable for 0.5. FALCON-753 addresses the issues
you are mentioning, everything is owned by the end user except the staging and
working dir for each cluster so different users may be able write to em.
Let me close this jira as not valid for 0.6 and sorry for the confusion.
