[~sriksun], a special invitation to please review. This changes a lot of things
and wanted you to look over this. Also, this is backwards incompatible that
staging has to be 777 and working needs to be 755. Should we have a task to
address this for existing cluster entities on reload of cluster from config
store? Or just document this?
