Apache is about Open SOURCE, and there are no requirements to distribute
a pre-built binary. However, if that is done, the same files should go

the root of that binary tarball. The situation for Maven produced
artifacts
are still a little bit unclear, but I think we will end up with the same
requirement there.
We did this for the incubator release and were told we had them in the wrong
place then, thus we moved them to their current location.
After looking, I guess my response is specifically for the binary
release, where we were told to put LICENSE/NOTICE in META-INF...
As for the source release, we had them inside the main directory last
time, not in the root. So, I guess they should at a minimum be inside
the main directory.

Alliance, but there is no license included nor referenced.
* Peter Kriens "All rights reserved." copyright requires a license, which
is not referenced.
