We did this for the incubator release and were told we had them in the wrong 
place then, thus we moved them to their current location.

After looking, I guess my response is specifically for the binary release, where we were told to put LICENSE/NOTICE in META-INF...

As for the source release, we had them inside the main directory last time, not in the root. So, I guess they should at a minimum be inside the main directory.

RAT did not complain about this as far as I understand...

* Peter Kriens "All rights reserved." copyright requires a license, which is not referenced.
