In the past we voted on contributions, but since this was basically
developed in a Felix sandbox, I do not think a vote is actually
necessary if we have consensus to promote it.
Let's give it a few days for people to voice their opinions and move it.
I guess the likely target package will be:
org.apache.felix.preferences
With a directory in the trunk called "preferences".

I think the current preferences impl in my sandbox is quiet usable (it
might not be 100% perfect though) - it allows different storage
implementations and uses the bundle data files by default.
For further improvements/development I think it's best to move it out of
my sandbox and into the trunk.
