New PMC Member

I don't believe it was previously announced and this is somewhat 
belated, but I would like to announce that the PMC voted to accept Felix 
Meschberger as a new PMC member and he accepted.

Felix has contributed regularly both in code and guidance, so his 
inclusion in the PMC is well deserved...not to mention that the project 
is named after him... ;-)

On behalf of the PMC, congratulations Felix and keep up the good work.
