Currently the OBR install-file and deploy-file goals work slightly differently
to the standard maven goals.
( for example, the OBR deploy-file goal is almost identical to the OBR deploy
goal and requires a pom )
This issue will look at making these goals more like the standard
install/deploy-file goals in maven.
