Fix For: bundlerepository-1.2.0
Currently the bundle repository bundle depends on the latest snapshot versions
of various API bundles (e.g. OSGi core and compendium). To minimize
dependencies in environments where old versions are deployed, the minimum
version of suitable dependency should be used.
This means to fall back to the earlier release versions.
