Occasional NPE during bundle refresh on an uninstalled bundle

Occasionally, we get an NPE when refreshing an uninstalled bundle:

The code that causes this in our project:

oldBundle.uninstall();
packageAdmin.refreshPackages(new Bundle[]{oldBundle});

This error happens only occasionally in a test that installs an updated version 
of a bundle that contains an interface other bundles use.  The test in question
