Reading 7.4.3.12 for PackageAdmin.resolveBundles(): "If null is specified then the Framework will attempt to resolve all unre- solved bundles. This method must not cause any bundle to be refreshed, stopped, or started. This method will not return until the operation has completed."

Hello all, For those who are osgi spec knowledgeable ;-) What is supposed to happen to a bundle that's Active when a resolve action is applied to it? 1) Does it cycle through stopping, resolved, starting, active? or 2) does it go through stopping, resolved and require a start to go through starting, active? I'm inclined to think (2)... but not with stubborn conviction :-) In all cases, diagram (4.26) doesn't show refresh or update arrows out of the active state group...
