File Install bundle should be extensible to support new artifact type

Currently File Install recognizes only jar files and cfg files. It tries to
install jar files as OSGi bundles and cfg files as configuration entries. It
should be possible to extend it to add support for new artifact types, e.g.,
deployment packages.
