[Proposal] OSGi shell donation

As some of you might already have seen, Peter Kriens just donated the  
source code for the new OSGi shell, as described in the early drafts  
for R4.2 (RFC-132). The idea is that this will be a shell that is  
shared by all OSGi implementations. I would like to include it in  
Apache Felix and maintain the codebase. What do you think?
