Ok, I see what is going on. 

Regarding shell.remote: I agree, it looks like it is not handling changing 
services correctly. 

Regarding the services command: Turns out that the services command filters out 
all services that are implementing Command. This is by design and not a bug 
(sorry for not thinking about that sooner). In case you want to see all your 
services you need to use the -a switch as in:

->  services -a
