Sometimes it helps when you check whether you can rearrange your import/export
packages. Basically, for this to happen the one need to import from the other.
If that is they way you want to structure your bundles then you have to try
what Stuart suggests but otherwise, you could see whether you can repackage in
a way that avoids this issue.
