Allow usage of fragments in Karaf features

org.apache.felix.karaf.gshell.features tries to start all of the bundles
defined in feature definition xml. That fails for fragment bundles.
This does not address fragment support in felix, only allowing fragments to be
specified in feature definition. We are using equinox.
