Consider a component has a service reference with cardinality=0..1 (or 1..1)
and policy=static. In this case only one single instance is bound to the
component which is the one with the higher service ranking according to the
service.ranking property and the service id as laid out in section 112.3.2,
Reference Cardinality, of the OSGi Compendium Specification.
This is essentially the same bug as FELIX-950 but for statically bound services
this time.
