The Maven SCR plugin currently only emits the pid attribute for Designate
elements when MetaType files are written. According to Section 105.6.2, Use of
the Designate Element, the Designate element should either contain a pid
attribute or a factoryPid attribute (unless the Designate contains an Object
element for consumption by the Configuration Admin to create a factory
configuration instance.
The fix is to emit either the factoryPid or the pid attribute depending on
whether the component is a factory component or not.
