Use sigil to build sigil

Currently sigil is built using a PDE server build. However this is difficult to
manage as it requires you to download binary dependencies locally.
Sigil on the other hand has the ability to download dependencies as maven or
ivy do. Would be useful to eat our own dog food in this respect.
