I spoke too soon.
I am still seeing the configuration for
org.apache.felix.webconsole.internal.servlet.OsgiManager being ignored.
It appears to be ignored less frequently with org.apache.felix.configadmin
1.0.10 than with org.apache.felix.configadmin 1.0.4, but it is still happening.
