When a new configuration object is created with
ConfigurationAdmin.getConfiguration it is immediately persisted but has no
properties yet. Such configurations must still be provided to ManagedService
service upon their registration. [ Of course such configurations will not be
submitted to already registered ManagedService services as explicitly stated by
the specification ].
