Comments:
* The NOTICE files should use the standard template used by Felix
subprojects.
* Why are we not releasing the project tar balls like normal?
* For runtime and launcher, since they embed classes in the osgi
name space, they probably should say they include code developed
at the OSGi Alliance.
* For console and commands, the NOTICE file doesn't list the "uses"
dependency on OSGi.
