I may have asked this before, but you correctly list OSGi API in the
"uses" section of the NOTICE file, but the POM doesn't have a dependency
on it. I assume you are inheriting the dependency from your other
dependencies, but shouldn't you have a top-level dependency on OSGi
since you actually do use the API in your code?
