Bundles of webconsole feature are not assembled into distribution packages

Fix For: karaf-1.2.0
Start Karaf 1.1.0 snapshot, type "features:install webconsole", it will throw
an exception "can not get
org.apache.felix.karaf.webconsole.admin-1.1.0-SNAPSHOT.jar", this is because
the related bundles are not in default local "system/" and other remote
repositories.
One straightforward solution is to assemble them into distribution packages.
