Bundles sourced from OBR are not set up with internal bundle classpath

Most obvious error related to this is in setting up the eclipse classpath which
need to unpack the internal bundle classpath resources into "regular" jars and
directories for addition to the classpath container.
Need to check if OBR spec advertises the bundle classpath? If so this data is
readable remotely. If not then may need to do some custom synchronization when
the jar is downloaded?
