I suppose this would mean that if this option is set, we need to ignore the 
call to getStartLevel().isBundlePersistentlyStarted(bundle).
The default behavior of fileinstall is now to not start bundles that are 
persistently stopped, so that if the user manually stop a bundle, it won't be 
restarted automatically by fileinstall.
