Typically, when a release is canceled, we skip that version number
altogether. The reason is because the old release artifacts were made
available publicly, so someone could have grabbed them and assume that
it is the correct release even though we subsequently changed the
contents associated with that version number. Thus, it is better to
not use that version number at all, so there is no confusion.
