I need a tool

I need a tool that will tell me for a given set of bundles that have  
already been installed and for a set of registered repositories why a  
particular bundle cannot be installed and started.  It needs to be an  
interactive tool that I can guide to find possible wirings while  
highlighting what are the impediments to actually using those wirings.
