Thanks for attaching the ZIP file. I now see the problem: You don't have the 
metatype service installed, which also prevents the ManagedService from bein 
registered.

If you install the Felix MetaType service implementation and refresh the web 
console you should get the configurability.

Taking over this issue to split the dependency on the meta type service from 
the dependency on the configuraiton admin service.
