Equinox class loaders might return URLs for resources, which are not
accessible, thus returning null when opening the InputStream (instead of
throwing).
This bug has been reported in the context of Karaf 1.2 as FELIX-1994, but the
Web Console itself should probably also be more attentive to this situation.
