Just a thing to comment: While it is not a problem to delay acceptance of a 
newly registered service, delaying the release of an unregistering service 
might create issues. In the Rev. 905985 the window is actually half a second in 
which the service having gone might still be accessed...

What I do not understand is, why the Configuration Admin and Event Admin 
services are bound and why the ConfigurationListener and EventHandler services 
are only registered when the admin services exist ... I think the 
OptionalFeaturesHandler could just register the two services and be done.
