Remove Import-Service header in MANIFEST

The Import-Service header would be quite useful if it could support attributes
(like Import-Package does)
Unfortunately it is not possible to specify an optional Import-Service,
therefore import of optional services should not appear at all in the manifest.
As it is, it breaks my OBR resolution.
