Second patch taking into account the latest proposal. This seems to work both
in the general use of the console and the configuration status page. For the
configuration status page, special care must be taken for the tab label,
particularly for AbstractWebConsolePlugin plugins implementing the
ConfigurationPrinter interface where the getTitle() method is shared between
the AbstractWebConsolePlugin and the ConfigurationPrinter interface.
If would have loved to be able to translate tab titles to just english, but I
could not find an easy way to do this. So I just strip off the optional leading
% sign.
