Displaying the details of an uninstalled bundle reports a single "Internal
Server Error" in the data area instead of something meaningful.
The problems are:
* The StartLevel service throws an IllegalStateException when
getBundleStartLevel is called for an uninstalled bundle
* Bundle.getRegisteredServices throws IllegalStateException if the bundle is
uninstalled
These two methods must be guarded and accounted for
