Currently the Web Console Memory Usage plugin imports the Web Console API with
a range of [3.0,3.1), thus preventing the plugin from operating with Web
Console 3.1 installed.
Since the API used by the plugin has not changed in the 3.1 API version, we can
safely extend the range to [3.0,3.2).
