felix.fileinstall.dir should support more than one directory

For easier integration with other environments it would be nice if the
felix.fileinstall.dir property could point to more than a single directory,
like several dirs separated by a ":"
This would make the use/integration of File Install in Apache Sling much easier
as Sling by default has its own initial watch directory, but users might
already use this property to configure their additional location.
