The current Declarative Services administrative API has one major issue in that
it does not differentiate between the declaration of a component and zero, one,
or more actual instances (Component Configurations in Spec lingo). This leads
to not-so-nice and inappropriate separation of concern in the implementation of
the API.
Therefore a new API should be devised which differentiates between declaration
and instance (configuration).
