Fix For: scr-1.6.0
The LICENSE, LICENSE.kxml and NOTICE files should be adapted to the ASF
standard:
* Merge LICENSE.kxml into LICENSE
* Rename NOTICE to DEPENDENCIES
* Create new NOTICE file just naming the project and referring to ASF and
OSGi developed code
