The missing DEPENDENCIES file is definitely an omission. As you note on the web console 3.1.2 release vote thread, this is not legally required and does not block the release. If have created an issue to remind me to include it in the next release [1]. As for the NOTICE file: This file is intended to list all contained parts, where the author/copyright holder requests explicit mention, not only copying the license. I understand the BSD license such, that unless explicitly required, no reference in the NOTICE file is required.
