The WebConsole legal files have a number of issues:
* The NOTICE file of the bare bundle essentially is the DEPENDENCIES file
* The LICENSE file of the bare bundle should not inlucde the JSON library
license
* The DEPENDENCIES file is not correctly formatted as outlined at
http://felix.apache.org/site/dependencies-file-template-proposed.html
In addtion a changelog.txt file should be prepared and included with SVN
