This almost certainly is not related. This message is logged when the web
console is accessed and the web console tries to access the Deployment Admin
plugin in case the Deployment Admin API package is not available. This has
absolutely no influence on the rest of the operation of the framework.
I suggest you file a Sling bug with respect to your "quite common practice to
reset the OSGi configuration" such that Sling can investigate what is going on.
