The OSGi R4.3 spec deprecates the StartLevel service. It is replaced by two new
interfaces, FrameworkStartLevel and BundleStartLevel, which are available from
the new Bundle.adapt() method. The functionality is equivalent to the
StartLevel service, this is just a new way to access it.
