WAR overlay projects seem to generate incorrect imports

To do a slightly specialized version of a WAR bundle I exploited the overlay
feature of the WAR plugin.
In general it seems to have worked pretty well. But I am getting imports of
packages that I have gotten from then project I am overlaying.
The odd thing is that I have no actual code in my new Maven project. So for
some reason bnd is reading required packages from the classes from the original
project. But it is not registering that they are already there.
