Does being to clearly look like a servicebinder issue.

The only thing I'm unclear on here is whether the chain of service listeners 
should be firing before the registerService call completes. That's what seems 
to cause the deadlock.

The start level thread and servicebinder thread seem to collide in a way that 
prevents the HTTP service registration from completing.



Probably correct and just either the servicebinder handling, or our 
dependencies need to be changed to get around the deadlock.
