dropped() should not be called when updating a resource

When resources are being handled by ResourceProcessors, the dropped() method is
always called for resources that were present in a previous deployment package.
This should _only_ happen if the resources is no longer present in the current
deployment package (see compendium 114.8, steps 10 and 11).
