Spec says
ExportedPackage#isRemovalPending() retuens true, if the package associated with
this ExportedPackage object has been exported by a bundle that has been updated
or uninstalled.
But this method retuens false, under the following conditions:
BundleA :
Export-Package: p.a
BundleB :
Import-Package: p.a
1. ExportPackage[] ep = PackageAdmin#getExportedPackages(p.a).
( ep[0]#getExportingBundle() equals BundleA)
2. uninstall BundleA.
3. call ep[0]#isRemovalPending().
