No, the framework unregisters services *after* the context has been
invalidated, because services can still be registered while the bundle is
stopping.
I agree i doubt it will be used by anyone, but I'm doing some robustness load
testing on Karaf and it helps diagnosing problems when bundles cleanly
unregister services.
