I just tested it using Apache Felix 4.2 and a Nexus4 with Android 4.2 and i was 
not able to start a bundle by only using 
"reference:file:/sdcard/mybundles/foo.jar"

I set the bundlecache like rafael told me:
properties.setProperty("org.osgi.framework.storage",dexOutputDir.getAbsolutePath());

it was always necessary to copy it to dexOutputDir (e.g. 
/data/data/org.projekt.felixandroid/app_osgicache) and than install it.
"reference:file:/data/data/org.projekt.felixandroid/app_osgicache/foo.jar"
