Attachment: idcap.patch
The attached idcap.patch should implement this for bundles. The OSGi CT doesn't
seem to contain tests for this so I added two unit tests as well.
The patch doesn't yet address the osgi.identity for fragments. I created
FELIX-4324 for that.
